Has there ever been a bad movie that took place in New Orleans? I can't think of one. I've seen about half of these. I recommend "Eve's Bayou" and "Angel Heart" above all.
It's worth noting another movie that was left off this list -
From Elvis Presley's otherwise dismal filmography is a very fine noir-ish picture set in New Orleans entitled 'King Creole'. The music is predictably great but the story actually holds up and it's definitely the best recommendation to those unconvinced of the King's acting chops.
